I was very dissapointed when noticed that division i've recived as reinforcement is only 1/4 of the full strengh...

Does anyone knows why is that? I guess that i didn't have enough new tanks (type 2 and 1) but have more than enough older types...

See section 13.5 in the manual. If you don't have enough to fill out the entire TOE, it comes in at 25%.

and it appears that it will not use old equipment.

yes, it seems that reinforcements don't "downgrade" their equippement

Yeppers, it is a design decision. I would think it would be more useful and a bit more realistic for a unit to use outdated equipment if necessary and then upgrade when available, but that is not how the game works. On the bright side, that unit did not use any of your pool equipment. So you got a 'free' 25%.

I'm not expert for Allies, but doesn't they have more than enough replacements troops/equipement/weapons always in the pool?

Yes, it does work the same way for the Allies, but as pauk stated, they rarely are that short on equipment.

One of the reasons I hate the "only built when needed" as the Japanese player. Impossible to build up a large pool of goodies. And it takes forever to fill out a unit as Japan. 3-4 months for a base force.

It takes just as long for the Allies.

always make sure you have huge skockpile of 'armament points' in the pool when div sized reinforcements are due. I'm sure an experienced and knowledgable Jap 'production system' player can advise on the points required to fill out a Div to full TOE (I have no idea)

I received the 1st Tank Div, like you, at 25% strength, and I had 2500+ points in the vehicle pool
It's now September for me and i've got nearly 250 vehicle factories, but I suspect even thats not enough.... time to expand some more me thinks.

Manual page 180 states that:

'1 vehicle point and 1 manpower point for each load cost of the unit'.

therefore a Type 95 tank costs 10 vehicle points, etc

1st Tank Div = 10714 vehicle points

Type 2 : 63 x 10 = 630
Type 1 : 177 x 12 = 2124
Motor spt : 398 x 20 = 7960
