I wonder if this is possible.

If the japanese strip the garrison until it is very close to the activation threshold could an air campaing out of china on ground attack cause sufficient disruption to activate Russia ?

Just how close do the Japanese players play the garrison requirement ?

Theoretically this is possible but unlikely.

As for the second part of the question you may well have opened a can of worms here as many people don't like the Manchuko garrison to be stripped at all and consider it gamey, or alternatively apply house rules that PP's should be paid for any unit taken from Manchuria. Personally I leave a few hundred PP's worth Manchuria to avoid the exact scenario for soviet activatiuon that you outlined.

I spend PPs to move any unit from one command to another. For the Manchuoko forces, I've only moved one air unit out (not saying what - spies out there ).

In my PBEM I didn't worry about it - I simply invaded and conquered Russia in about 3 months
