I believe I have lost 2 AA units to enemy fire....i think at least one was with other units with more than one step in the same hex. Are AA units treated differently when in a defending hex, as in do they take the first step loss?

How this can happen is if you have the other unit(s) dug in and a unit that's not dug in. 

Based on the spotting requirements, your dug in units can remain nationality exposed while the non-dug in unit becomes fully exposed (and thus a valid artillery target).  Only the fully exposed unit will be hit.  If its a one step unit, then that's a kill situation.
