Engenier troops, can often build roads farther than they could actually move with ordinary movement.. I select move, gives me for example two hexes, and I select build road, and I keep building more than the two hexes, thus extending my movement and adding roads.. kinds interesting

The movementcost for the engineer unit is the cost of entering the HEX after building the road.

I might want to change this in a future version indeed.

I hope you do. It is one of the cheesiest exploits of the game, paving an 8 lane highway through enemy terrain, and then running everyone along for the ride.

While we're on the subject, I didn't see a way to assign PP's to road building costs. Is this possible? I did see the means to assign EP and supply costs, but not PP's.
