I was transfering units by Naval Cap, and accidently transfered some land units into a unit that had loaded Cargo ships in it. Then it wouldn't let me transfer anything out of it while the cargo ships were loaded. So I had to unload the cargo ships, transfer the extra land units out, then reload the cargo ships.
The first time I reloaded one of the original units back onto the cargo ships I got an 'index out of range' exception. I hit continue and saw that it had loaded the unit and reloading other units (I had 3 or 4 loaded total) didn't seem to cause a problem, only the first one. I can supply a saved game file if you need it.

I found the bug.

It will be fixed for v1.16. (i guess about 2 weeks for public beta, cant crank themout every day)
