Japanese float planes on a Float-Plane Carrier.  I am not capable of determining which plane, which ship or which pilot.

Planes are the Aichi E13A JAKE

Ship is a Maru-type seaplane tender. The CS ships did not have that type of superstructure aft. I couldn't tell you exactly which one though.

Could be a Kimakawa-Maru, or that exact ship, judging from this photo:

Planes warming up are Jake's - the air intake on top of the engine cowling seems to be unique. The Biplane on the left is a Pete. As to the ship, I cannot tell from the pic. I'll guess Chitose, Decmber 1941 in the NEI somewhere

Nice catch, I missed the Pete wing on the far left. It's definitely not a Chitose, Nisshin, or Mizuho however. They did not have any superstructure aft, nor did they have that "croquet wicket" crane structure you see in this photo.

Why does the pilot of the first plane have a woman's golf hat on?

Q-ball rights It is Maru Type auxiliary seaplane carrier, probably, I think, one of four vessels: Kamikawa Maru, Kimikawa Maru, Kiyokawa Maru or Kunikawa Maru.

Seaplanes on deck: Type 0 Aichi E-13A1 (Jake) and probably Type 0 Mitsubishi F1M2 (Pete) - nice catch vettim89!

On the margin, I think that it is necessary also to take into consideration, that the wing and the fragment visible on the left machines can belong to the seaplane Type 95 Kawanishi E8N2 (Dave), although it seems less probable than the version about Type 0 Mitsubishi F1M2 (Pete).

Some info of IJN auxiliary seaplane tenders in net:
Maru Type auxiliary seaplane carriers
Stories and Battle Histories of the IJN's Auxiliary Seaplane Tenders
seaplane tenders converted from merchant vessels

A bit the information about IJN recon seaplanes, unfortunately is feeling of them in the net little:

May be it's his wife (or just a girl he brought back in the ship).
"So, here, darling, it's to put the engine on, and you should'nt push it"
"OHHHH, so sorry boy...how to put it off ???"

Almost positive its a Pete. Dave has a longer wing that is slightly shorter than the upper. This plane has both wings the same length
