Are there any programs / tools available to view and print out a full size version of an SPWaW map?

I have a hard time visualizing the whole picture when scrolling around a map and the small map in the lower right isn't big enough.

If you turn 'hexes' off and zoom out, sometimes you can get a better idea of what is going on. I will let someone more qualified actually answer your ?.

If you want to have it with the same aspect than the one you have when inside the game, I think not.
Unless you want to take several screenshots, print them and make your..patchwork from here.
But if you are satisfied with a .pdf format, then the reply is : yes.
Go here: http://www.ectopia.net/~ectizen/ then scroll down and look for "Map thing".

The zoom in/zoom out feature has been discussed in Combat Leader forum, too; hopefully this game will bring some improvement, under this respect.
