Does the Auto-Generate have to be on for the "allow indepent races to become empires" to work? Also i set Independent Alien to teeming and Im not really see much independent life in the galaxy. (1000 star)

No shure about allow indepent races. I think since they are seperate it has nothing to do with auto generate, but can't say for shure. As to having teeming life and not really seeing much independent life, how many stars have you explored so far? Remember 1000 stars is alot.
