Is SotP an off-shoot of WWII:ToW?

After reading abt Storm and perusing the screen shots, it appears to look and play like the old Panzer General, only w/production and diplo elements, something akin to Slitherine's "General Commander"?

Am I in the ballpark?

If you played ToW you would find many similarities in the land combat portion of the game, and similar research and production, but all naval aspects have been greatly expanded. It's not really like Panzer General much - it's much broader in scope and options available.
