This is a mixed scenario, uses Bombur units and some of tweber´s ideas, introduced in Diplomacy 1900. All cities start damaged to simulate the effects of Depression. You can build engineers or workers to repair them.

French turn.

Our industries are working at 40% capacity. We are building workers in order to improve productivity. Default repair is very slow (2%/turn), so without these units it takes two full years to restore the productivity levels seen before depression....
In Germany, Hitler has just took power, we are worried about his expansionist ideas, but currently Germany is too weak to threaten us.

Great Britain 1st turn. March-1933

We are also building workers to repair industry. We have a powerful navy, but a weak army. For this turn we are going to produce 21 new workers, but only 8 political points. As the first unit techs cost 300 pp each, we will need to improve production before we sart to produce new units.

Germany is a peaceloving nation, as Italy can confirm. And Germany has agreed not to act in an aggressive way towards Russia in 1933.

Tehre is nothing England has to be afraid of - except of playing football against Germany
(and blind referees who dont notice that the ball has passed the line, sorry for England )

Yes, Germany & Italy have agreed that peace is a better option than war, and have signed a non-agression treaty with the Soviet union, stretching until the end of 1933. This may be a first step at preventing full scale war in europe.

Overtures of friendship have been sent to Britain and France as well by the Soviet Union, but so far no reply...

(Too bad about that goal...)

The French-British alliance has no interest in war. We already sent a peace message to USSR, however, the first text had a translation error and we are sending another....

There is no imminent risk of war. All powers are rebuilding their economies. The Germans and Italians seem to be doing a better job than the Western democracies, while the USSR isn´t doing as well as Germany. France and GB are doing a modest expansion of their army (mostly city garrisons).

Estonian diplomats and diplomats from the Soviet workers paradise have jointly agreed to have Estonia join the Soviet Union. Stalin is pleased!

German troops invaded Holland without warning. An emergency meeting of the British Cabinet is deciding what would be the best answer to German agression.

We declared war on Holland and sent troops to protect hexes that could be used to encircle Amsterdam. It´s actually simulating an attempt to defend Holland against German agression, if things go badly, I will protect the Dutch from themselves and I try to capture Amsterdam before the Germans....I´m still at peace with the Germans, of course...

The Germans now attacked Belgium. We lost the patience with them Great Britain declared war and sent an ultimatum. France will follow if the Germans don´t remove their troops. The big trouble is that the Royal Navy took a beating from the Kriegsmarine.....

The Soviet Peoples Paradise is shocked that war has now broken out in Europe. Apparantly hr. Hitler, of Germany was more interested in grabbing lebensraum in the west, than in the east. The peaceful people of the great russian motherstate decide to take a neutral stance in this war between the western allies and their german counterparts...

In other news today ...

The Soviet Union has managed to persuade the free country of Latvia to join the Soviet Peoples Paradise. Do not let the western media fool you, this was done freely and without any pressure from the Soviet Military. Those where merely exercises held near the border, of our now happy people of Latvia.

The western leaders are happy to see that Mr. Hitler madness seems to be cured from now. We expect Germany to behave in a way acceptable by the international community and use only diplomacy and blackmail to annex countries, just like the Soviets and Italians are doing. Meanwhile, French and British diplomats are travelling around europe to create an alliance of democratic (and not so democratic) states....

Stalin now sees the true purpose of the Dutch/British-German war... as France has now taken over control of the Dutch territories. Meanwhile in the Soviet Workers Paradise, things are quiet... for now!

After being attacked by both Germany and England, the Dutch realized there Europe isn´t a secure place anymore, so they decided to join forces with the only country able to protect them.....
Meanwhile, the Italian Navy is showing the flag near to the Egyptian coast. The British are not happy.....

Bulgaria is Annexed by Italy! This move has made Italy come within the Soviet Sphere of influence. Comrades, something needs to be done in the Balkans to secure Soviet Influence. The Soviet Foreign Minister, has a few emergency meetings with the Italian Foreign Minister, with the German Foreign Minister acting as a guide. Perhaps a solution can be found...

Meanwhile, the last of the Baltic states, Lithuania, decides to come under the protection of the Great Soviet Peoples Paradise. The Lithuanian people rejoice or suffer the consequences!

September 1934,

Soviet Diplomats decide to preassure Finland, and unlike in the real world, Finland succumbs to the preassure. Finland is now a part of the Soviet Peoples Paradise. This is a huge help to the Soviets. All of a sudden a big portion of the "Northern Front" is no longer. Stalin is very pleased!

1934, Oktober.

It seems there is alot of diplomatic action going on now. As bombur has noted, Great Britain has taken control of Norway, via diplomacy. France now controls all the lowlands, also via diplomacy, and Germany controls Austria, also done by diplomacy, i assume.

At this pace non-alligned countries will be far and few in what is shaping up to be a war, soon...

Terrible news for democracies in general (and France in particular). A fascist party won the elections in Switzerland and now the country signed a friendship and cooperation treaty with Italy. France now has a huge border to defend against the Fascist states....

With all this diplomatic tension going on, and countries signing pacts with others, trying to protect themselves, not to mention countries being taken over by others. I thought that a view of the map might be somewhat appropriate. So here it is, Europe as it looks in late november 1934...

War is moving ever closer. Czechoslovakia has now become a German minor, caving in to German preassure. France is building fortifications along the Swiss border, and mother Russia is taking good care of her soviet citizens. No war for the Soviet Peoples Paradise, just yet.
