I don't really need them, do I? I can just disband them, and have the airbases attached to their respective Front air commands ( Leningrad and Southern )?

You can but they don't actually harm anything by existing.  They will fly in support of any troops associated with the southern or leningrad fronts, and it allows you to have another Air HQ with AA guns to defend the bases.  I use the Northern Fleet Air Command to support the 7th Army for example.
