What do the numbers in the hexes containing land mean?

And yes, this is a repeat. I was given the answer some time ago, but my dog ate it.

They represent the different "political" territorial regions/entities. So IIRC Australian administered Papua New Guinea will have a different number from Dutch owned New Guinea. The Australian mainland has a different number from Australian PNG.
