Given this XML for a scenario:

I only get the Mark IIF showing up with a number of 143 the other two tanks are blank.

Is there a maximum number to decals? Is there some trick to getting them to show up?

You need a 3 digit number.

Poking around in the decals folders, spellir has a _22

You have to use the decals the model maker made for the model.
So you should assign them by using the scenario editor.
Click on the unit, click on the PID.
At the center bottom is the Unit Decals that can be used for those models.
You will find there are none for the PZIIIN.
No 22 for the PZIIF but _22 is used.
For the PZIVG no 15x, which would be the 5th platoon of the first company?

Just so everyone knows, I made all the numbers in Red&white and Black&White up to what 800(?) and the regiment and battalion COs too.

My 2 digits only have the "_" in front of the _file_ so that it will line up on the top of the pulldown choice in the scenario Edit. The two digit decals themselves are just the two digits withOUT the dash on the tank.

My decals are ready for regiments and battalions I and II, companies no. 1-6, platoons no. 0-3 and tanks no. 1-5.

Thanks for the info guys, I'm trying this out for the RBG Mod, guess my algorithim has to be a bit more sophisticated for assigning these numbers.
