Stalingrad was taken from TD's Red Army in 1942; he has retaken it in April, 1943. When, if ever, will it again produce manpower for the Red Army?

Oh well, not a state secret, Marquo

Big Stalingrad hex (north), damage

Turn 95 = 85
Turn 94 = 88
Turn 93 = 91

So 3 points are repaired per turn. At that rate I will need er 30 turns (8 months)?

Rail lines are still damaged (but will be pretty soon fixed). Presence of rail lines fasten reparation?

I do not think RR has anything to do with it. Does the repair mean that population is remigrating and will be able to generate into the manpower pool?

I don't remember for sure, but my memory is that manpower centers are like other factories. Nothing is produced as long as they are over 50% damaged. Once they are under 50% damaged they check to see if they produce, with the percent chance of producing equal to 100-damage. For manpower centers, manpower is what is being produced. Most cities that have been captured and occupied will have lost manpower centers, but whatever is left, will eventually start producing manpower again.

From what I remember from Pavel regarding Hiwi generation from damaged manpower centers: production of manpower centers uses other calculations. They may only be affected by damage.

I will second Joel's memory and that they work like factories. So repair to the 50% and check after that for all or nothing in production.
