This will be a mod of a mod, if you will - using Kirk's excellent Pandora's Box scenario as a starting point. The major conceptual difference is the historical "point of diversion" will be an escalation of the Russo-Japanese War in 1904, as opposed to a failed Washington Naval Treaty in 1921 which is standard in most WPO scenarios. This results in the next "big war", WWI, being postponed to 1922. A detailed back story explaining all this will be provided. All of the changes I'm making will be naval - Kirk's air and ground unit changes will be untouched. Some of the existing minor navies will be fleshed out, more "never were" classes that were cancelled because of WWI will appear, and some new countries will also either be joining the Allies or Japan. Some ships which were seized during WWI will belong to their intended owners, and an expanded reinforcement schedule will be featured to keep the action moving. Both sides should have an interesting assortment of ships to keep them busy. The goal is to create a fun, balanced, sustainable scenario which will hopefully allow all the Allied countries to jump in right at the start, even in PBEM. The Allies still will have more ships then Japan and her Allies, but these will be spread out, as opposed to the Japanese Alliance's ships which are more concentrated in the middle of the map. I expect there will be heavy naval combat.
