It seems like ASW helos release all their sonobuoys at one go, right when they enter their patrol area. Is that intended game behavior?

Is there a way to tell the AI to conserve sonobuoys?

AI control..not yet. You can set their and press hot keys if you'd like to do it manually though.

The goal is to eventually program in functional patterns.

But there is no way (currently) that I can set an ASW patrol (to have dipping sonar) and not have the AI release the buoys automatically, correct?

Yes although limiting your PZ sizes would probably give you better results.
