In my experience, my units never take damage when subject to friedly artillery fire.
Is it a bug or a feature?

It is supposed to happen. Sure it has happened the odd occasion. Though friendly fire incidents are I think to few and far between. I imagine in the eighties during WW3 FF incidents would be common place.

Move your forces into a hex that has 155 fire plotted into it and see how you feel. I've lost multiple units over time. I have even had the FSCC target a hex with enemy and my units in it. When the smoke cleared they owned hex because my troopers went to pixel heaven.

That's the point. I have seen my artillery targeting my units a lot of times, and I never lost a single sub-unit.
Quite strange.

I have lost several BRDMs to friendly artillery, nothing to dramatic though. Perhaps I should try targeting one of my own companies just to see how bad it can be.

The few times the AI FCC targeted my own units I never took casualties but the enemy units in the same hex did. I just was under the impression they were calling in artillery danger close and taking the risk of getting hit themselves.

To be more precise,
I remarked that when friendly and unfriendly units were in the same hex my units were never hit by my artillery.

I have never lost units to friendly fire, and I have had Akatsiyas hitting stacks of BRDMs in open ground.

Then you can count yourselves lucky. Have often selected a hex for bombardment, only for Inf to kill enemy unit and move into the hex. Then the big guns fire and death and destruction rains down on the unsuspecting men.

FF it happens to the enemy is sweet, happening on ones own units hurts big time. Esp when it is a VP and they were the only unit nearby.

Still in hindsight the game was still fun. Win or lose.

It's not a matter of luck.
It's definitly a bug, at least on my PC.
I just checked setting up "A time to dance" and I ordering my artillery to fire neutralizing fire on two of my mech units.
No losses at all neither in terms of sub-units nor in terms of cohesion or morale.
Here is a screenshot of the planned barrage on my units:
