The ruskies get a basket full of biplane tactical bombers that don't upgrade.

Should I disband these squadrons to get at the pilots, or should I leave them in the reserve?

What should they be used for?

They are useful for air support - both defensive and offensive. They tend to stick around pretty good and are cheap to maintain - so you can have 9 in an airbase and still be supported. This will increase your average air groups per base and get you new airbases (which happens when the average is six or more).

I am a WitW playtester and I wonder just how deadly interdiction is going to be with them available to the Soviets. It will definitely make the Axis pay more for movement and increase their casualties.
