While playing Havana Daydreamin I spawned in an SSBN and nuked western Cuba. After the strike, I had ten RVs circling at ~130km going about 10,000 kts. I'm relatively sure they shouldn't be doing that.

FYI, I had the exact same thing happen in the same scenario (great minds??). I did an auto launch on the Havana area and had several Trident RV's circling that area until their fuel ran out. I figured it was because their original intended targets had already been destroyed.
