Does cutting rail lines, seizing railheads, etc. cut off supply to the AI, or is encircling the only option ?

The rules for the AI are the same.

Those things can make supplies hard to deliver and therefore have a big impact. It is the essence of the game when playing Soviet.

However, only encirclement or pinning against a coast with no port will actually cut them off completely.

Exception: if you can cause the enemy to be more than 100MP from railhead.
