Saudi gets a lot of Partisans.
Has anyone found the cost of the Garrisons worth the taking of Saudi?

As the Axis or as the Allies? I think attacking as the allies before USA entry might delay entry (or advance entry, in the case of the Axis attacking) or else affect the Axis-leaning of other Middle Eastern countries (Turkey, perhaps), but if the USA is already in the war, then that's not an issue (unless other country's diplomatic leaning is also affected). BTW if attacked by the Axis, Saudi Arabia becomes a US minor country.

In terms of resources it has 30 MPP from oil and 7.5 from Medina and Riyadh (though that would be modified by the owning county's Industrial Modifier, so probably less), which is not insignificant

But there is an "opportunity cost" for attack Saudi Arabia, in that it may weaken your attack/defense elsewhere

takes 4 garrison to cover all spots

One possible way to deal with them is by-pass them and invade from kuwait to secure their oil field but not conquer the country proper. Taking their port stops the shipments to the states. This is something you can do vs the AI when you know he's not going to send his meager army sally forth to mess with your supply lines or undefended transjordan cities.

I tied that but out from NW corner of SA appeared a regular unit to move into Jordan.
