I have an floatplane airbase that exists in land what i need to do in the map for it to work? Is it enough - and is it the best way - to make a river in that hex?

I do not think you need a river. I have not tried it, but I think you could just set the location Type to be "01 - Port", instead of "05 - Primary Airfield" since float planes fly from ports. To test, you could

1. Change an airfield to a port 0(0)
2. Base a float plane air group at the airfield
3. Fly an offensive mission from it.

Again, I have not done it... but no one else has posted so I thought I'd at least give you something to try.

A port with or without river is not enough, you will need to edit the pwhexdat file.

I think the 'hexagone type' must be "Coastal" or "Ocean".

It might also be necessary to have at least one hexside defined as being open to the sea, i.e. hexside type "ocean", "both", or "blocked shallow draft"

Float plane can operate only from the port. That port should be on the coastal (or on a large lake), but it all has to match the file pwhwex.dat. D.

Hello Dali, what do you mean by large lake? Ryan's Mapgen edit has 3 Hex Type Coding: Ocean, Coastal, Land ; I guess if i paint coastal it will do. Do i need to paint anything in Hex Terrain Coding also?
