Page up / page down don't work to cycle units - were these changed?

Also - is there anyway to "sleep" a unit for one turn to remove from the cycle just for that turn.

Page Up/Dn works fine for me, that's weird. I use it constantly since I've rebound my mouse thumb buttons to them.
But there isn't a "skip turn" option unfortunately, like in Civ. Sleep mode is a permanent toggle.
