It is impossible to build a rare mining facility on a hex which contains rare metals. Maybe the problem is that hex also contains normal metals?

Those are not actually rare metals, but an indicator that there are artefacts that you can scavenge if you put a Recycling Facility on it. The Rare Metals indicator is the same as the metal ones, but orange (like their icon).
