Assuming P-38s >32 in the pool-

Does a P-39 group in Noumea have a higher chance of converting than a P-39 group in Luganville ?

Same question for Brisbane and Townsville.

It appears to make no difference. It seem the lowest numbered squadron within range of Noumea or Brisbane will upgrade first.
