Bases which combined port and airfield level sums up to 9 and above don't suffer spoilage and thus don't have limits on fuel or supply.

Understand those but for example Manila is a 6,3 but does not show limits?

.... because 6 + 3 = 9, which means no more limits for fuel and supply.
