DAK issue in PBEM

In a PBEM game, as the Axis, it is March, 1941, and the DAK has not arrive. In a mirror game, where I am the Allies, the DAK arrived Jan 1941.

The Axis in both games had Tripoli, Benghazi and Tobruk.

Did something change?

Playing v1.22.00 through Steam.

I was playing single player and the DAK arrived for free which was odd without a decision event.

Was the AI controlling Germany at the time the decision should have been presented?

Nothing has changed in this respect for a while, and provided the Decision was responded to favourably, they should have arrived some months ago.

Were you presented with the DAK Decision towards the end of 1940?
