Status: offline 		Yes, they are not in an assault army. Some of the units are building fort levels as they should. Other, as on screenshot, stay in the same place for multiple turns with HQ that has multiple constuction units in it and yet, fort level is stuck at level 1 and 10%.

Status: offline 		Even soviets were managed to build lvl 2 fort while they had to take all of the territory that was mine (as i specially retreated to build nice fort levels). Hopefully it will not ruin my game...

Status: offline 		How far are the Soviets? Units wont build forts at all if the nearest enemy unit is too far, and I assume they won't go beyond level one for similar reason.

Status: offline 		I belive that manual says that units build forts with a speed of 1/5 when there is enemey near by. But as i understood - contstuction units should ignore it.
Soviest were away for like 5 or maybe even more turns.
Yet fort level is 1 and 10%.
In multiple places.
I think this is a bug.
It is not building up completely. Not even a few %.

The last question for this: fortified zone unit has to has some % of TOE or it is just enough to have them in a hex, even with 1% TOE ?

to hold the existing fort level I *think* its enough to have the unit present, if its to dig then the better the TOE the more fortifaction level is produced
