also-if i change a unit's status from garrison to active, do i get OP that turn(ie, can i move and attack like a normal unit would, or do i have to wait until next turn?)

Either unit has less than 10 STR or efficiency below 50%

You can still bomb with it but it will not fly full support missions or intercept naval.

Status: offline 		Pretty sure you lose all move/attack points when switching between garrison/active status.

Status: offline 		You can not. Switching from active to garrison and visa-versa consumes all movement.
