I just noticed in my stock scenario 15 game that the US destroyer Nicholas which arrived on 9/13/42 has as its CO, WO Ibusuki. I go back thru the save games I have and they show that the ship has WO Ibusuki as its commander in the Ship Availability listing under the Intelligence screen for at least a month.

Can someone who knows how to use the editor check the scenario and see what it lists please?

There are three Ibusukis in the sc. 15 DB, none a WO (one admiral, one captain, and one lt. commander).

Don't tell me, let me guess. This one is none of these three and is said to be best suited to command a carrier. Also, when you go to replace him, Scully is not in the list of commanders you are given to choose from.

Both of you are right. If I look at the Nicholas in a new start scenario 15, CDR Scully, A.C. shows as the captain. I check both the saved game and the new start, try assign a new captain to a destroyer picked at random and Scully is not in the list of available leaders in either one. I don't have the tools to check the saved game to see if Scully somehow got assigned to another ship.
