I would like to know what decisions have been made, if any, regarding the scenarios that are to be included in this new release.

I know that adjustments will affect play balance. Honestly, that does not concern me. The fact is, battlefield commanders often (almost always) fight in unbalanced conflicts.

I have some worries that a doctrine might be established of testing all of the scenarios and adjusting them for balance. This would (a) take a lot of effort, and (b) probably result in far fewer scenarios, so (c) I hope that you will just include the scenarios that already exist and let the chips balance as they may.

Or, better yet, add a few more scenarios that have been designed and posted in the intervening years.
