Hi Eric,

Found that i can reproduce the following and have files if needed, but its easily reproduced.

If u as US side conquere the Missisipi there by gaining VP and shutting down CSA production W of the Missisipi. Production in US side cities except 2 on the river it self, shut down too.

I assume its a bug regarding the CSA feature since it appeares at same time / turns as u conquere the river. That code wise, sides arent differenciated.
