I've reinstalled WiTP, DLed the latest patch (1806) as well as the Comprehensive one just before (1804) I ran the installs for these with the directory destinations my D:/Matrix Games/War In the Pacific directory.

How can I know I've actually got the latest thing running?

When I go into the Game Preferences screen it says "1.60 database changes installed"

Status: offline 		thats normal, the 1.60 patch changed the database a little.
you will see your version number on the main menu page in upper right corner(iirc) after the movie with Roosevelt's speech
1.806 and you are good to go
