The tubes at the fins are magnesium flares in order to follow the bomb to the target....

Those aren't fins. It's too small to be much of a bomb, so it's probably something Jap that's been found on some beach somewhere and is being photographed for posterity.

The body of the thing looks like a standard US 250 pound bomb, possibly a 500 pounder.  It doesn't look too small to me.

I think it's a 500lb retarded bomb. Could be tubes for chutes. Parafrag maybe. The looks like he's holding a fuse.
