It has the lines and the firecontrol of a light cruiser, but the armament of a gunboat.

Is that a 6" gun up front ???

I think this may be a kaibokan of the Etorofu class, rather than a Shimushu. The Shimushus had a stumpier after mast (is it properly called a mizzen mast, or main?).

Wakataka, Hatsutaka class minelayer.

Wakataka was the only one of the class to carry 2 x 3" guns, making the ID a bit easier.

Am I wrong in thinking I can see two main battery mounts trained aft?  I also note fairly low freeboard, a bandstand abreast of the bridge, on which I suspect I can see a sheeted 25mm AA mount, and a prominent rangefinder atop the bridge.  Given these features, my money is still on this being a kaibokan, in which case the main armament would be 4.7 inch 45-cal.

She’s defiantly IJN, and I agree that the forward mount is big enough to be a 6” gun..  could she be some sorta training ship or perhaps a Minelayer?

It was easy. This ship's mizzen is tripod structure slightly angled to starboard; this is a unique characteristic of ships built by the Mitsui yard. Only one Etorofu was built by Mitsui; the Matsuwa. The porthole pattern amidships is also unique to the Matsuwa.

LATER EDIT: No one asked, but actually, I just found the same picture Brady did.
