Can anyone offer a possible explanation to the behaviour of 2
TF of Japanese transport ships in my last game.

Both TF contain 2 transports. Both are in the same hex. Both have Truk as home base. I order both to Tulagi - both with patrol/do not retire orders.
One TF always carries out these orders the other always stays
stationary. At the start of the next turn the stationary TF has
changed it's orders to retirement allowed and has set a course for Truk. Both are still under Human Control and both have plenty of Endurance 9,100 fuel - 455.

Thanks for any ideas

This seems to be a variant of the now known problem/syndrome with routine convoys.

Normally it should not happen when the TFs are all on human control, though. So if this is true, it adds another aspect to an already quite confusing issue.

Thanks Hartmann, if anyone at Matrix would like a look at this
I have a save file. I was assuming there was probably a reason
for the TF behavior I didn't understand - leadership rating or something - but maybe it is a bug. Tomorrow I will cut the TF's down to 4 individual ships to see what happens.

Do a search in the bug forum for this.

For now, what works for sure is only having one TF set to routine/ CS for each destination. Also, I've found that minor commanders (AP's, PC's, etc.) who have very poor ratings will sometimes "turn chicken". Just dropping some DD's in the TF to get a fleet admiral in charge will take care of this.

I just tried changing the home base to Shortland and I get exactly the same thing. 1 TF heads to Tulagi as ordered the other heads to Shortland rather then Truk after changing the patrol/do not retire to retirement allowed.

So I would imagine this is not a routine convey problem as truk
is no longer the home base.
Anyway - I will try and find out why this is happening over the weekend
