I thought there was no charge for changing TF commanders... Even during TF creation, if you select a new TF commander, you are charged PP. Is this intended?

Use the "autoselect commander" option to get a TF leader without paying PP. You can't pick who you get, but it's usually someone pretty good.

It does not seem correct that you can not choose TF commanders...

Well, you can for the PP price. So you have two options:
- Free, arbitrary (but usually good) selection
- Pay, get exactly who you want

Option 3:

If you have a good ship commander in the flagship, *don't* select a TF commander -- and the flagship commander leads the TF.
