I don't believe in limiting the Jap's to xx amount of port strikes on turn 1 or those kind's of things,
I feel that if "it" could been done then its fair game, however if you feel for adding any House Rules to the list then go ahead and post below..

Interesting you fell that way Paul, but hey its your game. Specially considering that the Allies west of PH had upwards of six hours notice after the PH strike (before daylight). One would think this is enough time for the berthed ships to sail away, but hey what do I know from my 6 1/2 years of RAN service. Also, I can confirm that a 200 aircraft strike on Singapore in such circumstances resulted in exactly 2 Bettys shot down from all the considerable flak located there. Maybe the flak needs to be revisited.

Nonetheless, try PMing Tiger Cub, he is certainly not squeamish when it comes to this tactic.
