I was wondering how to keep higher ranked leaders assigned to ships. For example, if I make a CV TF I'd want someone like Spruance to lead it. I can't give him command of a ship, so I'd have to manually assign him as TF leader. However, if I'd disband the TF for repairs and then reform it, I'd have to pay PP again to assign him to the same ships.

Is the only way to keep him assigned to leave a couple of ships in the TF (and so at risk from subs or naval attacks) for the duration of the repairs ?

You could make him captain of the carrier. Then, when you create a TF with that ship, the system will likely make him the TF commander.

Thought of that as well, but you can't give rear or vice admirals command of a ship.

The only way is to not disband the TF. You can send all but one of them to the port for repairs and keep one ship in the active TF as a place holder. It is a bit more micromanagement but it does save on PPs.

Once you form the TF and get the Admiral you want, don't ever disband the TF. If you need to put in for repairs, then form a new TF with the ships that you want to put in for repairs and disband that TF. If you want to put them all in for repairs, then transfer a ship into the TF and have it stay to hold the TF. That way the Admiral can stay with the TF and you don't have to pay PP to keep him there. Sometimes you have to change the TF mission to make this happen

Example:

Suppose that I have an Air Combat TF with the Lexington, escorted by the heavy cruisers Portland, Astoria, and Chicago and the Destroyers Mahan, Drayton, Lamson, Flusser, and Porter and I want to put into Pearl for repairs. Spruance is the TF Commander and I don't want to let him go back into the pool.

I simply open the TF screen and push Form New TF. I then transfer the ships I want repaired to the new TF and then disband the new TF. If I want to repair all ships then I first transfer a ship from the port into the TF, then follow the procedure to put all of the other shpis into the port. In my case, I might chose to transfer in a small craft or ship to hold the TF while the others repair. Regardless, Ray Spruance can sit on his flagship the AMc Redbird (or whatever) commanding his coastal minesweeping TF looking for mines in Pearl Harbor until the ships are ready.
