Can someone outline the effects of Variable Visibility for me? I cannot seem to find a good explanation in the documentation. Is it simply a toggle to turn on or off the Dawn/Dusk effects or is it more?

I think it means the visibility has a chance of changing one level up or one level down every half-turn (or every completed turn).  During your turn, the visibility might be 18.  During your opponent's turn, it might be 17 or 19.  During the course of a scenario, it might start out at 13 and end up at 18 or vice versa.  The overall range could be more or less, depending on the luck of the roll.  I don't know what the odds are for a shift. 

I think the dawn/dusk feature is something different.  I think that feature statistically permits, after a specified number of turns, taking a scenario from a night to day scenario or from a day to night scenario.
