Should resupply ships fight back?

I have a well shielded, well armed resupply ship parked in a gas cloud that doesn't harvest anything except enemy fleets. What I just noticed was that it's under attach and NOT firing back. But as shields hit 50% and it begins to undeploy, it starts firing back and destroys the attackers.

Should it be attacking while deployed or not?

it should certainly be firing at attackers while deployed I think.
