I have always found HCE updates very confusing - can someone please point me to the latest HCE patch and databse updates? There are a whole load of data bases over on Harpgamer, but it is not clear (to me anyway) what is the 'officia' one. Maybe I'm looking in the wrong place or something...
tryig to get HCE updated as much as possible & play a bit before I decide on Ultimate!

The 'official' database is the HCDB. Versions are tracked by the date which is appended to the db name, in the format yymmdd. The latest version looks to be HCDB-101022, available here:  http://harpgamer.com/harpforum/index.php?autocom=downloads&showfile=235

Owl, HCE development happens at HarpGamer.

You will find the latest beta builds there.

Battlesets, databases and scenarios are all different creatures, all of which I hope you would find explained in detail at HarpGamer when you go looking for downloads.

And, as Warhorse quite correctly pointed out, the HCDB is the official database for HCE. It is also hosted at HarpGamer, with regular updates available there.
