8th Inf enters the field in withdrawing mode on turn 27 with no movement available. No chance to even stick em as a garrison for a few turns. Is this WAD?

No, it starts the game in the field with a withdrawal date of Turn 27. What you are seeing is the unit pulled from the front and being rebuilt to 75% (I think) before it is taken off the map. This is WAD.

Ya i like that mechanic. Then you can't just throw your formations that will be removed into the meat grinder. If you do they just sit around while they take up your replacements.

I had forgotten from last night that I had pulled that unit out of the line in preparation for the withdrawal. I'm in the first blizzard so it didn't recover enough out of the line for a straight withdrawal, so it bounced back. Fortunately I have enough forces to cover the opening, and my defenses hold for now.

If a unit is destroyed or surrenders, how is withdrawal handled?

In case of German unit it will be placed for the rebuild as any other German unit.
