I started my latest Axis Campaign game with the HQs locked. However, a few of the Corps HQs are so overloaded that I unlocked them, set their support level to 2 and unlocked O.K.H. A couple of turns have passed and not a single SU has migrated up to O.K.H. What am I missing? Do I also have to unlock the intermediate HQs such as Army Group Central to get them to migrate up to O.K.H.? Thanks for any help.
