It's very strange to see HQ units or routed units completely surrounded to jump over enemy units and able (by a kind a miracle ! ) to escape to captivity.
Why surrounded non routed units are capitulating and routed units are escaping ?
By the same miracle towns surrounded since several turns, with hundred of kms of railway destroyed behind, are able to evacuate population to Siberia !
What is the rational behind ?

I was wondering that since a long time, but I guess it is part of balancing and to make sure that the Russians survive 41...

If the HQ was destroyed it would cost with the early war x4 build unit penalty 100AP.

Because the cost is so high they probably decided that you cant destroy them.

They do take heavy retreat attrition to all attached support units as well

plus the commander can be killed

you can kill him by selecting relocate or by letting the enemy do it

Another way of looking at it is that the HQ was destroyed (it takes a lot of damage) and a new one is reformed miles away.

It's really quite historical. The Germans had a hard time keeping pockets from 'leaking' badly. It is well documented.

Units will rout from pockets unless they are isolated

a pocket must be formed on your turn and still be present on your next turn for the units to be isolated, they will then surrender

population evacuated by taking to the road and walking away, the germans would hardly stop them

"population evacuated"...

I wonder what really happens to all those evacuated people ? Popups tell us, they evacuate to several places, sometimes as far as Siberia. So far so good, but traveling will take some time and I am curious to know about the impact on soviet manpower. Any guesses ?

I think it would be reasonable to assume the population evacuated before the German arrived, as was often seen in WW II.

This is not entirely true. Where did the 2 million military conscripts come from when the Soviets liberated Central Soviet Union in 1944? Where did the 200k conscripts come from when the north side of the Black Sea was liberated in 1942/1943? This was not a land devoid of people. All of the people do not leave when the invader approaches. Stalin knew this when he issued orders to impress into service all eligible males from liberated lands. Hitler knew this when he ordered all populations to be evacuated west as the Soviets approaced in his Scorched Earth directive.

My reading suggests that most populations evacuated themselves to avoid the fighting and then attempted to return home, if circumstances allowed. The people moved to 'Siberia' were primarily skilled workers and their families, going with the evacuated factories, and people of Germanic ethnicity who were not trusted by Stalin to remain in a German controlled zone.

Certainly, in 1941 large parts of the population in the Baltic States and the Ukraine welcomed the Axis forces as liberators and huge crowds turned out to meet them. These cities were not evacuated by the state, as suggested by the game... The state could barely move its army around, much less the civilian population of every town and city.

This was not the case in a turn I just completed. Several units were routed then isolated, next turn they were still routed and when I move next to them not only did they jump outside the pocket but some they didn't lose anything.
