My reading suggests that most populations evacuated themselves to avoid the fighting and then attempted to return home, if circumstances allowed. The people moved to 'Siberia' were primarily skilled workers and their families, going with the evacuated factories, and people of Germanic ethnicity who were not trusted by Stalin to remain in a German controlled zone. Certainly, in 1941 large parts of the population in the Baltic States and the Ukraine welcomed the Axis forces as liberators and huge crowds turned out to meet them. These cities were not evacuated by the state, as suggested by the game... The state could barely move its army around, much less the civilian population of every town and city.
