I just noticed that in the current version of the game (.11) the German starting Arm's have been cut by 2/3rds from the previous versions.
IT's turn 8, only light losses, and I'm already almost out!!

Is this a BUG or by design?

OT, but it's interesting that the German army has 120k Hiwis by Turn 8. I don't really know what the Hiwis do in the game, but that seems remarkably high.

I can't think of anything done very recently to impact armaments. As for Hiwi's, they come mostly from captured soldiers, so you gain a lot of them in 1941. They are not used until 1942, so you are just building up a pool that will eventually be used to fill support and labor squads.
