Playing on normal the AI seems to have double the influence radius compared to me. How come?

The influence radius is based on the colony's population - is it simply that the AI's population is bigger?

my continental home planet has 15000mil and the boskara on a volcanic has 3000mil. The influence at start of game I put as 50%. I have a pic but stupid imgur gives me errors when trying to upload.

Its because I changes human text file in the races folder. I noticed the guardians also have the same radius and then I remembered that I changed the human file to look like the guardians in the hope of them not having independent colonies.
