do the fortified zones have value in the first months of the war, mainly around Moscow?

No, FZ's are very expensive for The Soviet player in 1941. Hex x83 y16 is the only place I would advise you to build one in 1941. Level two forts around Moscow will be sufficient.
Use your APs for swapping out leaders, maintaining good C&C and building support units.

AP cost goes down to 8 on turn 3. I like to build 3 at the Finn no attack line, north of Leningrad. One across the river at the "backdoor". Several in the Moscow area to build a carpet of level 3 entrenchments.

Make sure you check the updated manual re: fortification levels and fortified zones.

Just an opinion.
