Tom,is not clear why,despite a polygon is placed in a exagon,for the game don't exist,
There is an explanation.The problem is annoying because when you are convinced to have done the work,during the play you find surprise.

There are two possibilities - the terrain has to be flagged as actually using polygons in the terrain.csv (has to be Blocking or Degrading, and NOT Whole-Hex).

The more likely is that when you put down the polygon you actually had a different hex selected. It lets you click outside the hex because you sometimes need them to extend outside the hex, but it can be easy to accidentally kinda zone out and start working on another hex when you still had the last one selected.
