Is it ever possible to build more than 8 groups and one base per turn? I've made it to 6/11/42 and no change. Seems like there should be an increase at some point.

No, the limit does not go up, you have to build your VVS slowly and steadily over a number of turns. The limit is enough to wield a sizeable force by late 1942 if you build every turn.
